Step one:

Reconvening of the National Convention which was temporarily suspended beginning 1996,


Step two:     

Taking necessary measures in Phases for the development of a genuine, discipline-flourishing democracy after the successful convening of the National Convention,


Step three:

 Writing a draft of the constitution in accordance with the basic principles and detailed principles laid down by the National Convention,


Step four:

To approve the draft of the constitution by means of a national referendum,


Step five:

Holding of fair elections for the formation of a Hluttaw in accordance with the new constitution,

Step six:

Holding of Hluttaw meetings in accordance with the new constitution,


Step seven:

Building a new, modern and developed democratic nation with heads of state, the government formed by the Hluttaw and authorities.
